Limbs in the Loch killer William Beggs wins right to fight for laptop in his cell

LIMBS in the Loch killer William Beggs has won a court action to have prison officials reconsider his plea to have a computer in jail.

Beggs wanted to buy a laptop largely to help various legal actions he has pursued and continues to bring.

Prison bosses rejected his requests but Beggs went for a judicial review challenging the decisions at the Court of Session in Edinburgh.

Lord Malcolm said: “The relevant policy contemplates that there can be cases where security issues are satisfactorily addressed in respect of a personal laptop’s use, and previously one
prisoner passed the test.

“At a minimum, Beggs should be entitled to an opportunity to seek to
alleviate any such concerns specific to him.”

Beggs, 53, has pursued a string of legal actions since he was jailed for life in 2001 after murdering 18-year-old Barry Wallace and cutting up his body at a house in Kilmarnock in 1999.
